The city’s population increased to 854 residents in 1850, and 225 of them were slaves. Of this number, only one resident was free and Black. In 1850, the city won the election to become the state capital, and the Governor’s Mansion was completed that same year. Soon after, state-run asylums began to pop up on the outskirts of the city.
